Project Description

Construction of a new Army Reserve Center and a Fire Protection/Life Safety/Unheated Storage Building at Fort Shafter, Honolulu, Hawaii. The project consists of a two-story 32,375 SF Training Center to support a 300 member Army Reserve Unit having administrative offices, training areas, classrooms and secured unit storage areas. An 840 SF support structure and 5,355 SY of Privately Owned Vehicle parking areas also were constructed. The buildings are constructed of reinforced concrete foundations and floor slabs with reinforced concrete masonry unit exterior walls and similar interior load bearing walls; steel framed second flooring with steel deck and concrete topping; steel framed roof structure with metal roof deck, rigid thermal insulation, hydrostatic standing seam metal roofing system and elastomeric sheet waterproofing; exterior insulation and finish system (EIFS); a pre-engineered 2500 pound capacity hydraulic elevator; direct digital control HVAC system; design and installation of a fire detection and analog/addressable fire alarm and mass notification system, and a wet pipe fire suppression system; seismic protection for all mechanical equipment; aluminum, steel and wood doors and frames; aluminum windows and wall louvers; overhead coiling doors and grilles; curtain wall and glazed assemblies. Specialty finishes include visual communications equipment; recessed display cases; interior and exterior signage; wire mesh and operable partitions; toilet and bath accessories; fire extinguishers and cabinets; metal wardrobe lockers, bench seating and metal storage shelving. Specialty construction includes hydraulic loading docks; installation of an electronic security system to provide real time monitoring, display and control; CATV premises distribution system, building telecommunications cabling system and administrative telephone equipment. Exterior improvements consist of new landscaping, sidewalks, curbs and gutters; irrigation sprinkler system, seeding and exterior plants. Supporting features include hot mix asphalt and Portland cement concrete roadways and pavement surface and pavement markings; chain link fencing, and extension of utilities to serve the project.

Numerous extensions to the design were required to provide a complete and useable facility. Contractor design efforts performed by consultants, subcontractors, manufacturers or suppliers included concrete and mortar mixtures; design of seismic protection for mechanical, electrical and miscellaneous equipment; structural steel systems, metal framing and decking; handrails; metal roofing system; aluminum doors, frames and window design analysis; metal storage shelving; loading dock levelers; wet pipe sprinkler system; direct digital controls for HVAC and other systems; electronic security system; analog/addressable fire alarm and mass notification systems; hot mix asphalt pavement; and telecommunications outside plant design.

This project was designed and constructed to meet LEED-Silver rating. San Juan was responsible for implementation of the onsite construction and commissioning to ensure attainment of LEED requirements. San Juan’s close working relationship with the Owner, Designer and LEED AP ensured all design elements were considered, purchased and installed correctly and that the appropriate LEED notebook, calculations, documentation and plans were written, maintained and the information entered into the USGBC templates correctly. Subcontractors and vendors were made aware of the LEED requirements prior to any contracts being issued, and LEED documentation was clearly outlined in construction submittals.

The construction site is surrounded by active military activity, in addition to an active Army Reserve Center Building, all of which remained in operation during the entire construction period. It was necessary to conduct all work with minimum impact to these strategic operations. Effective coordination with the Corps and Reserve components eliminated all adverse impacts, with particular attention to necessary utility outages. Anti-terrorism (AT) features that were incorporated into this project include requirements for steel and aluminum doors and frames, laminated glass and glazing systems, curtain walls, removable mullions and thresholds; AT protection requirements for mechanical systems; concrete filled guard posts; high security fence topped with 3 strands of barbed wire; and design and installation of an extension to an existing multi-building electronic security system.
