Indefinite Delivery Indefinite Quantity - I.D.I.Q. (FY03)
Scope of Work: This was a multi-year IDIQ construction contract to perform various critical projects on several islands within the Kwajalein Atoll. For each of the task orders, work also included integration of the utility systems with the existing source connections. Associated site preparations and restorations were required on each task order. As the general contractor for this long-term construction project on several remote islands, SJC also established and maintained necessary logistics and materials management practices to allow the timely completion of multiple construction projects across the islands. Preventive and corrective maintenance of all construction equipment was performed as well as feeding and housing support services for the construction crews.
Task Order 0001: Miscellaneous Improvements, Roi Power Plant, Roi-Namur Island
Provided all necessary labor, materials and equipment for improvement to the Roi-Namur power plant fuel oil coolers, engine room bird screens, air compressor isolation valves, crane guardrails, and did changes to the auxiliary current transformers.
Task Order 0002: Tank Farm Fire Protection System
Replaced the fire protection system for all 13 tanks located at the fuel farm.
Task Order 0003: Replace Building 1057
Demolished the existing metal frame building and replaced it with new pre-engineered buildings to include electrical, HVAC and interior structure work. Provided batching of concrete materials purchased on-island and installed a traffic-rated hand-hole and cover to be used for a future communication line or speaker services. Provided electrical service to Facility 1057. Installed a drop ceiling in the hydrostatic equipment room, dry chemical room, and MACO equipment room. Installed a GFE air compressor, deleted the transformer, and installed a single phase drop line in each parking bay. Installed a fire damper in the duct leading to the hydrostatic equipment room.
Task Order 0004: ECIP Construction
Performed energy conservation upgrades via building modifications or improvements, and did replacement / adjustment to the air conditioning controls at Buildings 803, 804, and 808. This task order was implementation of a previously developed work plan. Modifications included deletion of dome skylights in Building 813, changing the air conditioning unit in Building 607, and window and door revisions in Building 8035.
Task Order 0005: Meck UPS
Installed UPS equipment and developed scope and engineering calculations to support the GBMD system in two buildings. Demo/installed ceilings. A modification was awarded to add GBI launch control room equipment to the UPS equipment.
Task Order 0006: Replace EFIS, Surf BQ
Prepped, primed, and sealed windowsills and ledges; removed the existing delaminated finish system; prepped the existing adhered finish system and installed a mechanical exterior finish and insulation system (EFIS) over the existing EFIS; and did removal and reinstallation of the existing gutters and downspouts.
Task Order 0007: UPS, Building 5065
Replaced the UPS system in Building 5065 with a new UPS system.
Task Order 0008: Hybrid Photovoltaic/Diesel Energy System, Illigenni Island
Performed electrical, structural, and civil engineering, site grading and excavation. Purchased equipment and did construction management of the installation of the new system including solar array, batteries, power conditioning equipment, controls, reconfiguration of the existing generator plant, and integration of the hybrid power system with existing electricity systems on the Island. The goal was to reduce the run-time and fuel consumption of the existing diesel generators, and replace lighting with more efficient models, to minimize life cycle costs.
