Management Team
RON LEACH, PRESIDENT/CEO. Mr. Leach is responsible for the overall leadership and strategic direction of the company. Mr. Leach earned a bachelor’s degree in business administration from Western State College of Colorado, a Graduate Degree in banking from the University of Colorado in Boulder and is a graduate of the East West Center for Executive Management in Honolulu, Hawaii. Prior to joining SJC, Mr. Leach was Executive Vice President of the Bank of Hawaii’s Pacific Islands and International Banking units.
CARL M. HAWK, Senior Vice President. Mr. Hawk oversees estimating and the business development functions within the Company. Mr. Hawk leads the Company’s estimating for new projects and contract modifications. Mr. Hawk has held a journeyman plumber’s license since 1984, completed several related courses since finishing his apprenticeship program and is Hazmat certified. Before starting the original San Juan Mechanical contracting company 1983, Mr. Hawk worked for Howard Mechanical, Midwest Mechanical, and Brandt Engineering.
WAYNE R. HAWK, Quality Control Manager and Principal of the Firm, is responsible for providing effective Contractor Quality Control for all San Juan projects in addition to providing engineering support for the estimating and field operations. Mr. Hawk graduated with distinction as a Landscape Architect from Iowa State University. He also holds a degree in forestry and has completed several post graduate courses in computers, environmental, engineering, and management topics. Prior to joining SJC, Wayne held engineering positions with the U.S. Bureau of Reclamation, U.S. Forest Service and Adolph Coors Company.
RICHARD LANGLEY, CPA., CFO. As the company’s Chief Financial Officer, Mr. Langley provides direction and control to the financial and accounting functions of the company by managing the company’s financial and intellectual assets. Langley is responsible for the formation and implementation of financial plans, establishing the Company’s annual budget, and the establishment and maintenance of the Company’s financial performance reporting protocol. Prior to joining San Juan Construction, Inc., Mr. Langley earned a Bachelor of Science in Accounting and Commerce from Santa Clara University and holds a Certified Public Accountant License and has over 20 years of industry experience.
JEFFREY GROOM, PE, Vice President and Operations Manager, since 2007, Mr. Groom is responsible for the day-to-day field operations of the Company including management of the Company’s design build activities. A registered Professional Engineer in the States of Colorado and Wyoming, Mr. Groom is a member of the American Concrete Institute, National Chapter; American Concrete Institute, the American Society of Civil Engineers; Associate Member, Structural Engineers Association of Colorado; and a member of the ASTM Committee C9 on Concrete and Aggregates. Mr. Groom earned a Bachelors of Science and a Master’s of Science degree in Civil from the University of Wyoming and has published numerous articles related to geotextiles, concrete and masonry construction. He is a regular presenter for the Rocky Mountain Chapter of the American Concrete Institute and the World of Concrete Conferences.
PATRICK J. BUGGY, Construction Services Manager since 2009, Mr. Buggy is responsible for the subcontract management, material buy-out, purchasing, material/manpower logistics and travel for all SJC projects. Mr. Buggy brings nearly 30 years experience in construction management and perational processes. Mr. Buggy holds qualifications in business management and building inspection and is a licensed general contractor. His experience as a General Manger, Project Manager and Superintendent has established a proven track record in construction management procedures and processes.
RANDY GEESING, Administrative Manager since 2009, Mr. Geesing provides oversight of the Human Resources, Facilities Maintenance and the general business functions of the firm. He obtained his Bachelor of Science degree in Business Management from Missouri Western State College. His continuing education includes courses in leadership management, logistics and quality control. He has over ten years of diverse management and customer service experience. Mr. Geesing brings a strong background in ISO and Six Sigma methodologies for quality control and cost savings initiatives to the team. Prior to San Juan Construction Mr. Geesing held management positions with Varco Pruden and Morton Builders.
TROY THOMPSON, Project Director, Federal Projects, since 1992, Mr. Thompson has spent nearly 18 years working as a field Project Superintendent and Project Manager in remote overseas locations on large construction projects for San Juan Construction. His responsibilities included material equipment take-offs and procurement, submittal review, personnel planning and logistical assistance.
PETER GONZALES, Project Engineer since 2001, provides management support for administration, quality control and production activities. Mr. Gonzales earned a Bachelors of Science Degree from Mabua Institute of Technology in the Republic of the Philippine Islands and holds a Civil and Environmental and Sanitary Engineering license in the PI.
RON OWEN, Project Controls Manager since 2003, is responsible for developing and maintaining the CPM schedules and is involved in company-wide bid estimation. He has over 20 years experience in various phases of construction and was a Senior Project Planner/Schedule for six years with a U.S.-D.O.E. contractor. Additional experience includes electronically integrating cost estimates into project schedules creating resource loaded schedules, and preparing budget baselines and change control documents.
RISA KERNS, M.APMP, Proposal Manager since 2002, is responsible for coordinating all proposal functions for projects bidding. She prepares written materials and graphics for publication. She prioritizes time schedules of multiple projects and consults with team estimators to evaluate individual project needs. She has over 20 years experience in business administration and contract management for construction and service companies as well as telecommunications and intellectual properties. She served as our submittal and document control manager on two of the Diego Garcia Projects (DG1-$14M and DG2-$60M).
WILLIAM CHAMBERS, PE, since 2009 is currently SJC’s Program Director for the Parson’s HS MOUT contract. He has over 20 years experience in Project Management. Mr. Chamber’s current responsibilities include overseeing the HS MOUT Program which is currently deployed in 5 locations worldwide. As Program Manager, he is responsible for the management of all teams at all locations. The work under this contract is expected to grow to more than 25 locations worldwide.
JIM ANDEL, P.E., Site Manager, a retired Air Force Major, is a licensed P.E. with over 20 years engineering and construction management, with 13 years spent in overseas locations. His experience includes responsibility for maintaining project budgets, developing and maintaining CPM schedules, and supervising engineers and construction personnel. Jim also has extensive experience with government construction contracts.
SETH BUCKMAN, P.E., holds a Civil Engineering degree from Colorado State University. QC manager three of the Diego Garcia projects (DG1-$14M, DG2-$60M and DG3$18M) which included management of 5 quality control technicians to inspect projects for conformance with contract documents; oversight of on-site testing to ensure testing is performed per applicable standards. He also performed review and approval of submittals to ensure that materials were in compliance with the installation.
ROBBIE CARR, is currently serving as one of our Project Managers under the Parson’s HS MOUT contract. His experience includes responsibility for maintaining project budgets, developing and maintaining CPM schedules, and supervising engineers and construction personnel. Robbie also has extensive experience with government construction contracts.
LARRY COTTON, Site Manager, has responsibilities which include electrical estimating, design clarifications, procurement of materials, reviewing of submittals, job scheduling and electrical system testing. He also is a Project Superintendent on special projects such as the refurbishment of the Meck Missile Silo Units and the Pier renovations. Larry is a Master Electrician and he has completed the U.S. Army Corps of Engineers’ CQM course.
GREGG MANN has over 18 years as a Project Manager and QCM. His career with San Juan began in 1992. Mr. Mann is currently serving as one of our project managers on the Parson’s contract at our Camp Pendleton location. His duties include maintaining project budgets, developing and maintaining CPM schedules, and supervising engineers and construction personnel.
ROBERT PAINE, Project Manager. Mr. Paine his experience includes responsibility for maintaining project budgets, developing and maintaining CPM schedules, and supervising engineers and construction personnel. Robert also has extensive experience with government construction contracts in the south pacific. He holds a Bachelor of Science degree in Construction Management. He served as the Director of the Guam Contractor’s Association from 1995-1997.
JOHN VINTON, Project Manager, is responsible for running the day-to-day site operations for the Hawaii projects. He has over 5 years as a Project Manager and over 10 as a Superintendent working on remote sites including Hawaii, Majuro, and Diego Garcia. His duties include project planning, take-offs, daily reports, oversight of site safety and quality control and supplier liaison.
DOUGLAS S. VOLORE, Construction Manager is responsible for running day-to-day site operations, along with coordination between suppliers, subcontractors, employees, and the owner. Duties include planning, take-offs, daily reports, site safety and quality control, plus material and worker lay out. Doug has spent 10 years as a Superintendent working on remote sites including Kwajalein and Diego Garcia.
