Management Team

RON LEACH, President/CEO:  As President and CEO, Mr. Leach is responsible for the integrity of all corporate functions.  Prior to San Juan Construction, Mr. Leach was the Executive Vice President of the Bank of Hawaii’s Pacific Islands International Banking units, and the Bank’s Commercial Insurance Services Group.  Splitting time between Honolulu and Hagatna, Guam, Mr. Leach was responsible for the management and strategic direction of the company’s investment and banking operations in areas outside the State of Hawaii as well as the Bank’s insurance and international banking activities company wide.  Mr. Leach earned a bachelor’s degree in business administration from Western State College of Colorado, a degree in banking from the University of Colorado in Boulder and is a graduate of the East-West Center for Executive Management in Honolulu, Hawaii.

CARL M. HAWK, Senior Vice President:  Mr. Hawk oversees the business development and estimating for all projects within the Company.  He leads the Company’s estimating efforts for new projects and contract modifications.  He has directly managed many large, remote location projects and is an expert in logistics planning.  Mr. Hawk has held a journeyman plumber’s license since 1984, completed several related courses since finishing his apprenticeship program and is HAZMAT certified.  Before starting the original mechanical contracting company with his brother Frank Hawk in 1983, Mr. Hawk worked for Howard Mechanical, Midwest Mechanical, and Brandt Engineering.

MARTIN McHUGH, Vice President/CFO:  Mr. McHugh graduated in 1994 from the University of Colorado with a Bachelor of Science in Business Administration followed by Post-Baccalaureate studies in Pre-Health at the University of Wisconsin from 1995-1997.  He has experience in cost effective purchasing of material and equipment directly from manufacturers as well as many aspects of office management.  Mr. McHugh’s responsibilities include designing and instituting a company-wide purchasing program, implementing and maintaining a bid tracking system, and identifying potential projects to bid.  He also is responsible for the full range of financial management and cost control for all construction projects.

JEFFREY L. GROOM, P.E., Vice President/Operations Manager:  Mr. Groom is responsible for the day-to-day operations of San Juan Construction.  In addition to operations, Mr. Groom provides technical assistance to the Estimating Department and field managers as needed.  Prior to San Juan Construction, Mr. Groom was a Principal Engineer and Vice President of CTL Thompson, Inc., a consulting engineering firm in Denver, Colorado.  Mr. Groom holds Bachelor of Science and Master of Science degrees in Civil Engineering from the University of Wyoming.  He is a registered Professional Engineer in the States of Colorado and Wyoming.  Mr. Groom maintains membership in the American Concrete Institute, the American Society of Civil Engineers, and ASTM Committee C9 on Concrete and Aggregates.  Mr. Groom’s technical expertise includes concrete, concrete-related materials, and concrete construction practices.  He has published several articles related to geotextiles, concrete and masonry construction, and has been a presenter over the last five years for the World of Concrete conferences.

WAYNE R. HAWK, Vice President/Quality Control Manager:  Mr. Hawk is responsible for providing and assuring effective contractor quality control for all San Juan Construction projects in addition to providing engineering support for the estimating and field operations.  He brings to SJC considerable depth and breadth of construction experiences as well as relevant formal education.  His problem solving and analytical skills provide a unique capability that allows him to quickly resolve many issues arising in the field without encountering lengthy delays.  Mr. Hawk graduated with distinction as a Landscape Architect from Iowa State University.  He also holds a degree in forestry and has completed several post graduate courses in computers, environmental, engineering, and management topics.  Prior to joining SJC, Mr. Hawk held engineering positions with the U.S. Bureau of Reclamation, U.S. Forest Service, and Adolph Coors Company.

ERIN SKEES, Human Resources Director:  Ms. Skees provides overall direction on human resource issues and ensures that all department programs, policies and procedures are in compliance with corporate objectives and government regulations.  She designs and executes human resource strategies and tactical support for growth and profitability for business areas of workforce planning, leadership and career development, performance management, change management, and policy development.  She has over 10 years experience in human resources in high-tech manufacturing, service, retail and construction industries.  Ms. Skees graduated from the University of Northern Colorado with a degree in Business Administration.

TRAVIS STOCK, IT Manager:  Mr. Stock implements and supports all information technology systems including the support of end users and the management of all data critical to day-to-day operations.  Mr. Stock graduated from Central Missouri State University with a B.A. in 2002.  He has developed extensive on-the-job IT experience in computer systems, software applications and networking since that time.  His skills allow SJC to improve its management of the difficult logistical challenges associated with remote construction work.

TROY THOMPSON, Area Director, Diego Garcia:  Mr. Thompson is responsible for all activities on Diego Garcia.  He provides leadership, coordination, and direction to the on-site Project Manager.  Mr. Thompson works closely with the on-site Project Manager and project staff to ensure project objectives are accomplished within prescribed timeframes and funding parameters.  Mr. Thompson has responsibility for overall performance of all projects on Diego Garcia.  He has been with San Juan Construction since 1992. 

JIM ANDEL, P.E., Site Manager, Diego Garcia:  Mr. Andel provides overall project management for all projects in Diego Garcia and ensures on time and on or under budget project completion.  Mr. Andel is a retired Air Force Major and is a licensed P.E. with over 20 years engineering and construction management experience.  His experience includes responsibility for maintaining project budgets, developing and maintaining CPM schedules, and supervising engineers and construction personnel.  Mr. Andel also has extensive experience with overseas government construction contracts.

LARRY COTTON, Site Manager, Kwajalein:  Mr. Cotton provides overall project management for all projects in the Marshall Islands and ensures on time and on or under budget project completion.  Mr. Cotton has responsibilities which include estimating, design clarifications, procurement of materials, reviewing of submittals, job scheduling and personnel.  He is a Master Electrician and he has completed the U.S. Army Corps of Engineers’ CQM course.  Mr. Cotton has been with San Juan Construction since 1994.
