Board of Directors
HARVEY MINSKY, P.E., Claims Consultant and RFP Consultant, has been a Board Member since 2003. Mr. Minsky has 35 years in project and program planning, design, construction management and contract administration. He retired in 1996 as Deputy Director of Construction-Operations, Pacific Ocean Division, U.S. Army Corps of Engineers. His duties included workforce development, oversight and execution of a billion dollar construction program, and resolution of claims and disputes. He was responsible for quality assurance to verify compliance with plans and specifications, and negotiated resolution of differing site conditions, design omissions or discrepancies, change orders, and claims. Presently Mr. Minsky is in private practice specializing in the application of mediation for the resolution of claims and disputes between contractors and owners.
REAR ADMIRAL TOM FELLIN, USN (Retired), was elected to the Board of Directors for San Juan Construction, Inc. in February 2008. He is currently President of T&T Enterprises, Inc., a management consulting firm based in Seattle, Washington. Admiral Fellin’s naval career spanned more than 30 years and included Flag Officer assignments on the Joint Staff in the Pentagon, as Commander Naval Forces Marianas on Guam, and as Vice Commander of the Naval Space and Warfare Systems Command (SPAWAR). Admiral Fellin’s operational commands included Commander Naval Forces Marianas, Guam; Commanding Officer of the USS Independence (CV-62) the Navy’s only forward-deployed aircraft carrier, Yokosuka, Japan; Commanding Officer of the USS Cleveland (LPD-7), San Diego, CA; Deputy Commander Carrier Air Wing Eleven (CVW-11), San Diego, CA; and Commanding Officer of Attack Squadron 196 (VA-196) flying the A6E Intruder aircraft, NAS Whidbey Island, WA. Admiral Fellin is a Western Colorado native raised in Ouray, Colorado, and is a graduate of Fort Lewis College located in Durango, Colorado.
TODD S. SMITH, CPA, joined the Board of Directors in February 2008. A long-time Deloitte Executive, Mr. Smith has served in numerous senior positions for Deloitte throughout Asia and in the Pacific Rim. In 2008 Mr. Smith retired as Chairman of the Deloitte Touche Tohmatsu firm in Bangkok, Thailand. He is a member of the Guam Accountancy Board and is a licensed Certified Public Accountant in Colorado and in the Territory of Guam. Mr. Smith has Colorado ties having spent five years in public accounting in Denver and was an Assistant Professor of Accounting at the University of Denver. Mr. Smith, a resident of the Territory of Guam, received his undergraduate degree from the Indiana University and his Masters of Science in Business Administration from the University of Denver.
RON LEACH, President/CEO, serves as Chairman of the Board of Directors for San Juan Construction, Inc. Prior to joining the Company in April 2007, Mr. Leach was most recently Executive Vice President of the Bank of Hawaii’s Pacific Islands and International Banking units and the Bank’s Commercial Insurance Services Group. Splitting time between Honolulu and Hagatna, Guam, Mr. Leach was responsible for the management and strategic direction of the company’s investment and banking operations in areas outside the State of Hawaii as well as the Bank’s insurance and international banking activities company wide. Mr. Leach began his career at the Bank of Hawaii in 1987 and has held various management positions in lending, credit approval and general administration during his 25 years in banking. He is widely traveled in his responsibilities, having held various positions with the Bank of Hawaii in Honolulu, Hawaii, as well as on the island of Maui, on the U.S. Mainland and in the Pacific. Mr. Leach earned a bachelor’s degree in business administration from Western State College of Colorado, a degree in banking from the University of Colorado in Boulder and is a graduate of the East West Center for Executive Management in Honolulu, Hawaii.
CARL M. HAWK, Senior Vice President, serves on the Board’s Audit and Project Review and Executive Committees. Mr. Hawk oversees estimating and operations for all projects within the Company. He leads the Company’s estimating efforts for new projects and contract modifications. He has directly managed many large, remote location projects and is an expert in logistics planning. Mr. Hawk has held a journeyman plumber’s license since 1984, completed several related courses since finishing his apprenticeship program and is HAZMAT certified. Before starting the original mechanical contracting company with his brother Frank Hawk in 1983, Mr. Hawk worked for Howard Mechanical, Midwest Mechanical, and Brandt Engineering.
FRANK HAWK, Vice President, started the mechanical contracting company in 1983 which subsequently became San Juan Construction, Inc. (SJC) with his brother, Carl Hawk. Most recently, Mr. Hawk has served as VP of Business Development 2006-2007, and President 2005-2006, initiating a succession plan for the company. He continues to research and develop new market opportunities, and directs the project selection and bidding process. He graduated from the University of Southern Colorado with a degree in Welding Metallurgy and subsequently attended the Colorado School of Mines in Geological Engineering and Survey Emphasis. Mr. Hawk holds a master plumber’s license as well as several general construction licenses in Colorado, Hawaii and Guam. Before starting the company, Mr. Hawk worked for Schneider Power Corporation, Henry Kaiser Corporation, Johnson Controls, Central Pacific Piping and Boiler, Natkin and Company, and Howard Mechanical. Mr. Hawk served in the Marine Corps and was honorably discharged as a Sergeant.
